教(jiao)(jiao)(jiao)師是立教(jiao)(jiao)(jiao)之(zhi)本(ben)、興教(jiao)(jiao)(jiao)之(zhi)源,強(qiang)(qiang)國必先(xian)強(qiang)(qiang)教(jiao)(jiao)(jiao),強(qiang)(qiang)教(jiao)(jiao)(jiao)必先(xian)強(qiang)(qiang)師。為(wei)大力弘揚教(jiao)(jiao)(jiao)育家精(jing)神,加強(qiang)(qiang)新(xin)時代高素質專業化教(jiao)(jiao)(jiao)師隊伍建設,進一步營(ying)造尊師重教(jiao)(jiao)(jiao)良好氛圍,現提出如下意見(jian)。

一、總體要求

堅(jian)(jian)持以習近平新時代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特色社會主義(yi)思(si)想為(wei)指導,深(shen)入貫徹(che)(che)黨的二(er)十(shi)大(da)和(he)二(er)十(shi)屆(jie)二(er)中(zhong)(zhong)、三中(zhong)(zhong)全會精(jing)神,堅(jian)(jian)持黨對(dui)教育(yu)(yu)(yu)事業的全面領導,貫徹(che)(che)新時代(dai)(dai)黨的教育(yu)(yu)(yu)方(fang)針,落實立(li)德樹人(ren)根本任務,把(ba)加(jia)強教師(shi)(shi)(shi)(shi)隊伍建(jian)(jian)設(she)作(zuo)為(wei)建(jian)(jian)設(she)教育(yu)(yu)(yu)強國(guo)(guo)最重要的基礎工作(zuo)來抓(zhua),強化教育(yu)(yu)(yu)家精(jing)神引領,提升教師(shi)(shi)(shi)(shi)教書(shu)育(yu)(yu)(yu)人(ren)能(neng)力,健全師(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)風(feng)建(jian)(jian)設(she)長效機制,深(shen)化教師(shi)(shi)(shi)(shi)隊伍改革(ge)創(chuang)新,加(jia)快補齊教師(shi)(shi)(shi)(shi)隊伍建(jian)(jian)設(she)突出短板(ban),強化高素(su)質(zhi)教師(shi)(shi)(shi)(shi)培(pei)養供(gong)給(gei),優化教師(shi)(shi)(shi)(shi)資(zi)源配置,打造(zao)一(yi)支師(shi)(shi)(shi)(shi)德高尚、業務精(jing)湛(zhan)、結構合理、充滿活力的高素(su)質(zhi)專業化教師(shi)(shi)(shi)(shi)隊伍,為(wei)加(jia)快教育(yu)(yu)(yu)現代(dai)(dai)化、建(jian)(jian)設(she)教育(yu)(yu)(yu)強國(guo)(guo)、辦好人(ren)民滿意的教育(yu)(yu)(yu)提供(gong)堅(jian)(jian)強支撐。

工作中要(yao)堅(jian)(jian)持(chi)教(jiao)(jiao)育家精神(shen)(shen)鑄(zhu)魂強師(shi)(shi),引導廣大教(jiao)(jiao)師(shi)(shi)堅(jian)(jian)定(ding)心(xin)有大我、至(zhi)誠報國的(de)理(li)想信(xin)念(nian),陶(tao)冶言為士則、行為世范(fan)的(de)道(dao)德(de)情(qing)操,涵養啟智(zhi)潤心(xin)、因(yin)材施教(jiao)(jiao)的(de)育人智(zhi)慧(hui),秉(bing)持(chi)勤學(xue)篤行、求是創(chuang)新的(de)躬耕態度,勤修(xiu)樂教(jiao)(jiao)愛(ai)生、甘于奉獻(xian)的(de)仁愛(ai)之(zhi)心(xin),樹立(li)胸懷(huai)天下、以(yi)文化人的(de)弘道(dao)追求,踐行教(jiao)(jiao)師(shi)(shi)群體共同價值追求。堅(jian)(jian)持(chi)教(jiao)(jiao)育家精神(shen)(shen)培育涵養,融入教(jiao)(jiao)師(shi)(shi)培養、發展(zhan)(zhan),構建日常浸潤、項目賦能、平臺支撐的(de)教(jiao)(jiao)師(shi)(shi)發展(zhan)(zhan)良好(hao)生態。堅(jian)(jian)持(chi)教(jiao)(jiao)育家精神(shen)(shen)弘揚(yang)踐行,貫穿教(jiao)(jiao)師(shi)(shi)課(ke)堂教(jiao)(jiao)學(xue)、科學(xue)研究(jiu)、社會實踐等各環節,筑牢教(jiao)(jiao)育家精神(shen)(shen)踐行主陣地。堅(jian)(jian)持(chi)教(jiao)(jiao)育家精神(shen)(shen)引領激勵,建立(li)完善(shan)教(jiao)(jiao)師(shi)(shi)標準(zhun)體系,納入教(jiao)(jiao)師(shi)(shi)管理(li)評(ping)價全過程,引導廣大教(jiao)(jiao)師(shi)(shi)將(jiang)教(jiao)(jiao)育家精神(shen)(shen)轉化為思想自(zi)覺、行動自(zi)覺。

經過3至5年努(nu)力(li),教(jiao)(jiao)(jiao)(jiao)育家(jia)精神(shen)得到大(da)力(li)弘揚,高素質專業(ye)(ye)化教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)伍(wu)建設(she)取得積極成(cheng)效,教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)立德(de)修身(shen)、敬業(ye)(ye)立學、教(jiao)(jiao)(jiao)(jiao)書育人呈現(xian)(xian)新風貌,尊師(shi)(shi)(shi)重(zhong)教(jiao)(jiao)(jiao)(jiao)社會氛圍(wei)更加(jia)濃厚。到2035年,教(jiao)(jiao)(jiao)(jiao)育家(jia)精神(shen)成(cheng)為廣大(da)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)的(de)自(zi)覺追求,實現(xian)(xian)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)伍(wu)治(zhi)理體(ti)系(xi)和治(zhi)理能(neng)(neng)力(li)現(xian)(xian)代化,數字化賦能(neng)(neng)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)發展成(cheng)為常態,教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)地(di)位(wei)鞏固(gu)提高,教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)成(cheng)為最受社會尊重(zhong)和令(ling)人羨慕(mu)的(de)職業(ye)(ye)之一,形成(cheng)優(you)秀人才爭相從教(jiao)(jiao)(jiao)(jiao)、優(you)秀教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)不斷涌現(xian)(xian)的(de)良好局面。

二、加(jia)強教師(shi)隊(dui)伍思(si)想(xiang)政治(zhi)建設

(一)加強理想(xiang)信念教育。建立健全教師(shi)定(ding)期理論(lun)(lun)學(xue)習(xi)制度,堅持不懈用習(xi)近平(ping)新時代中(zhong)國(guo)特(te)色社會主(zhu)義(yi)思(si)想(xiang)凝心(xin)鑄魂(hun)。持續抓好(hao)黨(dang)史(shi)、新中(zhong)國(guo)史(shi)、改革開放史(shi)、社會主(zhu)義(yi)發展(zhan)史(shi)學(xue)習(xi)教育。統籌各級各類黨(dang)校(行政學(xue)院(yuan))等(deng)資源,定(ding)期開展(zhan)教師(shi)思(si)想(xiang)政治(zhi)輪訓,增進(jin)廣大(da)教師(shi)對中(zhong)國(guo)共(gong)產(chan)黨(dang)和中(zhong)國(guo)特(te)色社會主(zhu)義(yi)的政治(zhi)認(ren)(ren)同、思(si)想(xiang)認(ren)(ren)同、理論(lun)(lun)認(ren)(ren)同、情(qing)感認(ren)(ren)同。

(二)加強(qiang)教(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍建(jian)(jian)(jian)設黨(dang)建(jian)(jian)(jian)引領(ling)。把黨(dang)的(de)政治建(jian)(jian)(jian)設擺在(zai)首位,牢牢掌(zhang)握(wo)黨(dang)對教(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍建(jian)(jian)(jian)設的(de)領(ling)導(dao)權。選優配強(qiang)教(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)支部(bu)書記,強(qiang)化教(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)支部(bu)書記“雙(shuang)帶頭(tou)人(ren)”培育,充分(fen)發(fa)揮(hui)教(jiao)(jiao)(jiao)師(shi)(shi)、師(shi)(shi)范(fan)(fan)生黨(dang)支部(bu)的(de)戰斗(dou)堡壘作(zuo)用和黨(dang)員教(jiao)(jiao)(jiao)師(shi)(shi)的(de)先鋒(feng)模(mo)范(fan)(fan)作(zuo)用。注(zhu)意做(zuo)好在(zai)高層(ceng)次人(ren)才、優秀青(qing)年教(jiao)(jiao)(jiao)師(shi)(shi)、少先隊(dui)輔導(dao)員和海外留學歸國(guo)教(jiao)(jiao)(jiao)師(shi)(shi)中發(fa)展黨(dang)員工作(zuo),落實好“三會一課”等黨(dang)的(de)組織生活制度,把教(jiao)(jiao)(jiao)師(shi)(shi)緊密團結在(zai)黨(dang)的(de)周圍。堅(jian)持黨(dang)建(jian)(jian)(jian)帶群建(jian)(jian)(jian),加強(qiang)青(qing)年教(jiao)(jiao)(jiao)師(shi)(shi)思想政治引領(ling)。

三(san)、涵養高(gao)尚師德師風

(三)堅持師(shi)(shi)(shi)(shi)德(de)(de)師(shi)(shi)(shi)(shi)風(feng)第一標準。將(jiang)思想政治和師(shi)(shi)(shi)(shi)德(de)(de)要(yao)(yao)(yao)求納入(ru)教(jiao)師(shi)(shi)(shi)(shi)聘(pin)(pin)用(yong)合同,在教(jiao)師(shi)(shi)(shi)(shi)聘(pin)(pin)用(yong)工(gong)作(zuo)中嚴格考(kao)察(cha)把關。將(jiang)師(shi)(shi)(shi)(shi)德(de)(de)表現作(zuo)為教(jiao)師(shi)(shi)(shi)(shi)資格準入(ru)、招聘(pin)(pin)引進、職(zhi)稱評聘(pin)(pin)、導(dao)師(shi)(shi)(shi)(shi)遴選、評優獎勵、項(xiang)目申(shen)報等的首要(yao)(yao)(yao)要(yao)(yao)(yao)求。各級組織(zhi)人(ren)事和教(jiao)育(yu)部門將(jiang)師(shi)(shi)(shi)(shi)德(de)(de)師(shi)(shi)(shi)(shi)風(feng)建設納入(ru)學(xue)校基(ji)層黨(dang)建述職(zhi)評議考(kao)核、領(ling)導(dao)班子(zi)和領(ling)導(dao)人(ren)員考(kao)核及全面從(cong)嚴治黨(dang)任務清單,與教(jiao)育(yu)督導(dao)、重(zhong)大人(ren)才工(gong)程(cheng)評選、教(jiao)育(yu)教(jiao)學(xue)評估(gu)(gu)、學(xue)位(wei)授權審核、學(xue)位(wei)授權點評估(gu)(gu)等掛鉤。學(xue)校主要(yao)(yao)(yao)負責(ze)人(ren)要(yao)(yao)(yao)認真(zhen)履行師(shi)(shi)(shi)(shi)德(de)(de)師(shi)(shi)(shi)(shi)風(feng)建設第一責(ze)任人(ren)職(zhi)責(ze),壓(ya)實高校院(系)主要(yao)(yao)(yao)負責(ze)人(ren)責(ze)任。

(四)引(yin)導教(jiao)(jiao)(jiao)師自(zi)(zi)律自(zi)(zi)強。引(yin)導廣(guang)大教(jiao)(jiao)(jiao)師自(zi)(zi)覺踐行(xing)(xing)(xing)(xing)教(jiao)(jiao)(jiao)育家(jia)精神,模(mo)范遵(zun)守(shou)(shou)憲法和法律法規,依法履行(xing)(xing)(xing)(xing)教(jiao)(jiao)(jiao)師職責,堅(jian)(jian)決(jue)抵(di)制(zhi)損害(hai)黨中央權威(wei)、國家(jia)利益的言(yan)行(xing)(xing)(xing)(xing);模(mo)范遵(zun)守(shou)(shou)新時代教(jiao)(jiao)(jiao)師職業行(xing)(xing)(xing)(xing)為準則,自(zi)(zi)覺捍衛教(jiao)(jiao)(jiao)師職業尊嚴;模(mo)范遵(zun)守(shou)(shou)社會公德,形象得(de)體、言(yan)行(xing)(xing)(xing)(xing)雅(ya)正。加(jia)強科(ke)研誠信與優良教(jiao)(jiao)(jiao)風學風建設,堅(jian)(jian)決(jue)抵(di)制(zhi)學術不端,營造風清氣正的學術生態。通(tong)過典型案例強化警示教(jiao)(jiao)(jiao)育。

(五(wu))加強師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風(feng)培(pei)養。把學習貫徹習近平(ping)總書記關于教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)重(zhong)要論(lun)(lun)述(shu)作為(wei)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培(pei)養的(de)必修課,作為(wei)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)和(he)(he)培(pei)訓的(de)重(zhong)要任務,使廣大教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)把握其深刻(ke)內涵、做到知行合一。將師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風(feng)和(he)(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)家(jia)精神(shen)(shen)融入教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)課程和(he)(he)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培(pei)養培(pei)訓全(quan)過(guo)程。開(kai)發教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)家(jia)精神(shen)(shen)課程教(jiao)(jiao)(jiao)(jiao)材資(zi)源(yuan)。用好國(guo)家(jia)智慧(hui)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)公(gong)共(gong)服務平(ping)臺,開(kai)展師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風(feng)和(he)(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)家(jia)精神(shen)(shen)專(zhuan)題(ti)研修。有(you)計(ji)劃地組(zu)織教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)參加革(ge)命傳統教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)、國(guo)情社(she)情考察、社(she)會實踐鍛(duan)煉,引(yin)導教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)在(zai)理論(lun)(lun)與實踐中涵養高尚(shang)師(shi)(shi)(shi)德(de)和(he)(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)家(jia)精神(shen)(shen)。

(六)堅持(chi)師(shi)(shi)德違(wei)(wei)規(gui)“零容忍”。依規(gui)依紀依法查處(chu)師(shi)(shi)德違(wei)(wei)規(gui)行為(wei),對群眾反映強烈、社(she)會影響惡(e)劣(lie)的(de)嚴(yan)重(zhong)師(shi)(shi)德違(wei)(wei)規(gui)行為(wei),從(cong)嚴(yan)從(cong)重(zhong)給予(yu)處(chu)理處(chu)分。落(luo)(luo)實教(jiao)職(zhi)員工準入(ru)查詢和(he)從(cong)業禁止制(zhi)度。各(ge)地各(ge)高校(xiao)要將(jiang)師(shi)(shi)德師(shi)(shi)風(feng)建(jian)設作為(wei)教(jiao)育系統巡(xun)(xun)視巡(xun)(xun)察和(he)督查檢查的(de)重(zhong)要內容。堅持(chi)失責(ze)必問(wen)(wen)、問(wen)(wen)責(ze)必嚴(yan),對相關單位(wei)(wei)和(he)責(ze)任(ren)人(ren)落(luo)(luo)實師(shi)(shi)德師(shi)(shi)風(feng)建(jian)設責(ze)任(ren)不到(dao)位(wei)(wei)、造成嚴(yan)重(zhong)后果或惡(e)劣(lie)影響的(de),予(yu)以嚴(yan)肅問(wen)(wen)責(ze)。

四、提升教師專(zhuan)業素養

(七)健全(quan)中(zhong)(zhong)國(guo)特色(se)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)育(yu)體(ti)系。大(da)力(li)支持(chi)師(shi)(shi)(shi)(shi)(shi)范(fan)院(yuan)校(xiao)(xiao)建設,全(quan)面提升師(shi)(shi)(shi)(shi)(shi)范(fan)教(jiao)(jiao)育(yu)水平。堅持(chi)師(shi)(shi)(shi)(shi)(shi)范(fan)院(yuan)校(xiao)(xiao)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)育(yu)第一職責(ze),強化(hua)(hua)部屬師(shi)(shi)(shi)(shi)(shi)范(fan)大(da)學引領,大(da)力(li)支持(chi)師(shi)(shi)(shi)(shi)(shi)范(fan)院(yuan)校(xiao)(xiao)“雙一流”建設。以國(guo)家優(you)秀(xiu)中(zhong)(zhong)小學教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)培(pei)(pei)養(yang)計(ji)劃為引領,支持(chi)“雙一流”建設高校(xiao)(xiao)為代(dai)表的(de)高水平院(yuan)校(xiao)(xiao)為中(zhong)(zhong)小學培(pei)(pei)養(yang)研究生(sheng)(sheng)層次優(you)秀(xiu)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)。實(shi)施(shi)師(shi)(shi)(shi)(shi)(shi)范(fan)教(jiao)(jiao)育(yu)協同提質計(ji)劃。優(you)化(hua)(hua)師(shi)(shi)(shi)(shi)(shi)范(fan)生(sheng)(sheng)公費(fei)教(jiao)(jiao)育(yu)政策。深(shen)化(hua)(hua)實(shi)施(shi)中(zhong)(zhong)西部欠發達地(di)區優(you)秀(xiu)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)定向培(pei)(pei)養(yang)計(ji)劃。優(you)化(hua)(hua)師(shi)(shi)(shi)(shi)(shi)范(fan)院(yuan)校(xiao)(xiao)評估指標,改(gai)革師(shi)(shi)(shi)(shi)(shi)范(fan)類專(zhuan)(zhuan)業認(ren)證,支持(chi)師(shi)(shi)(shi)(shi)(shi)范(fan)專(zhuan)(zhuan)業招生(sheng)(sheng)實(shi)施(shi)提前批次錄(lu)取(qu),推進培(pei)(pei)養(yang)模式改(gai)革。師(shi)(shi)(shi)(shi)(shi)范(fan)院(yuan)校(xiao)(xiao)普(pu)遍建立(li)數學、科技、工程類教(jiao)(jiao)育(yu)中(zhong)(zhong)心(xin),加(jia)強師(shi)(shi)(shi)(shi)(shi)范(fan)生(sheng)(sheng)科技史教(jiao)(jiao)育(yu),提高科普(pu)傳(chuan)播能力(li)。加(jia)大(da)對師(shi)(shi)(shi)(shi)(shi)范(fan)類專(zhuan)(zhuan)業研究生(sheng)(sheng)學位授權審核的(de)支持(chi)力(li)度(du)。加(jia)強培(pei)(pei)養(yang)基(ji)本條件和實(shi)踐(jian)基(ji)地(di)建設。加(jia)強英才教(jiao)(jiao)育(yu)師(shi)(shi)(shi)(shi)(shi)資培(pei)(pei)養(yang)。強化(hua)(hua)緊缺領域師(shi)(shi)(shi)(shi)(shi)資培(pei)(pei)養(yang)。
